Why so many Lisbon homes cannot have an outdoor unit
Split systems — the ones with a box on the balcony or façade — are the default everywhere else. In Lisbon they often are not an option. Large parts of the historic centre (Alfama, Mouraria, Bairro Alto, Baixa, Chiado, Graça, Príncipe Real) sit in protected zones where visible equipment on the façade is restricted or forbidden, and the condominium may refuse it even where the council would not. Renters face a second wall: almost no landlord approves drilling and bracket-mounting for a tenant, and a short-term or Airbnb stay makes it a non-question.
So the real search is not "which AC is best" — it is "what cools a room properly when nothing may be attached to the outside of the building".
The three things sold as "no outside unit" — and what they really do

How a portable unit works without touching the building
The compressor, condenser and evaporator all live inside one cabinet on castors. Heat pulled out of the room has to go somewhere, so it leaves through a flexible hose. That hose rests in an opened window or sliding door, and a soft fabric sealing kit zips around the opening so the hot air cannot come straight back in. Setup takes about five minutes, leaves no mark, and comes apart just as fast.
Two practical notes people rarely mention. First, seal the opening — an unsealed window can throw away a third of the cooling, which is why the kit is included rather than sold separately. Second, size the unit to the room: 9000 BTU suits a bedroom up to roughly 20 m², 12000 BTU a living room. Oversizing does not help; it just short-cycles and dehumidifies less.
The honest trade-off
A portable unit is louder than a wall split and slightly less efficient, because part of the machine sits in the room you are cooling. What you get in exchange is that it needs no permission, no installer, no holes, and it leaves with you. For a rented flat, a historic building or a stay of a few weeks, that trade is an easy yes. If you own a modern flat where a split is allowed, install the split.

Is there a real air conditioner with no outside unit and no hose at all?
No. Any device that cools by refrigeration must dump heat outside the room — through a hose, or through holes in a wall. A machine with neither is an evaporative cooler, which raises humidity and does not lower the temperature meaningfully in Lisbon.
Can I use a portable AC in a listed or historic building?
Yes, and that is where most of ours go. Nothing is fixed to the façade, so no permit or condominium approval is involved. It is the standard workaround in Alfama, Mouraria and Bairro Alto.
Do I need my landlord's permission?
